MewEleven says.Both series are about electronic toys that are used to play games and entertain others. Rockman.EXE is more a futuristic anime where computers run about 200x faster than personal computers today. Angelic Layer is about a game which uses holograms and using people's brainwaves to create entertainment for audiences.
Both series are about kids using electronic avatars to do the fighting for them. I won't say that Rockman EXE is as high profile as Angelic Layer, but its certainly a decent series.

Beyond that, while Rockman.exe's battle characters are sentient and Angelic Layer's are just toy, there is also the emotional bond that the user forms with their battling character, and their desire to obtain their dreams. In Digimon, the children can actually run and play with their digimon, and in Rockman EXE, they can only talk to their net navis; however, the relationship between the kids and their digital friends is pretty similar. Friendship, awesome powers, and digital enemies- if you enjoy these elements, you should give these shows a chance. :)
